Call to Order

Budget Review

Hank Thompson reported that we are basically on our spending plan

Architectural Review

There was one architectural submission. It was for the installation of trees on the property. It was approved 5-0.

Old Business

Playground Appearance The playground equipment that had been removed to be repainted is showing signs of flaking paint. The company who did the work will be coming back to redo the part that is exposed. There will be no need this time to remove the equipment. This will be at no additional cost to us.
Entrance Landscaping US Lawns had been contracted to do some extensive landscaping at the front entrance. It was suggested that since that has not started yet and because the flowers that are already there are looking good because of the rain, that we instruct US Lawns hold off on the landscaping for this year. This will save us $1500 for the time being. This was approved 5-0.
Mowing contractor The common areas seem to be being mowed on schedule.
Pond Contractor All three ponds show signs of algae growth. The pond contractor has treated the ponds once after the water temperature rose to 60 degrees. The contractor is supposed to treat the ponds every two weeks as necessary. The pond near the swimming pool has a serious growth of cattails. These are invasive and aggressive in growth. The contractor must wait until the fall to treat the cattails.
Web Site The roudebushwoods.org website now has the pool hours for the current day being posted automatically on the home page. The board members also have the means for posting a closure notice in the same location if they become aware of the need. The pool has been closed several times since the opening due to temperatures being below 70 degrees. We have discovered that DJ Pools, our pool management company, uses the Weatherbug reading in Noblesville as the guide for determining the current temperature. Web sign There was a proposal to purchase a sign listing the association website. We can get a 24x6 inch sign from a local supplier for $25. The purchase was approved 3-2. This sign will be purchased and it will be decided later where to place it. One suggestion is to mount it on the wall of the front entrance at 191st St. Another is to mount it on a short pole in the center island at that entrance but facing cars leaving the development. If that is done, we will need to get permission from the city because the island belongs to the city.
Woods Deed We previously approved paying for the surveying of the woods so that the developer can deed the property over to Roudebush Woods. We will be billed after the work is done.
Poison Ivy in the Woods We have a quote for $476.56 from US Lawns to do the work. This was approved 5-0.
Sidewalk Damage on 191st St. Hank Thompson just heard back from the Streets Department that they will take care of it.
Roudebush Farms Contact We have been keeping the board at Roudebush Farms informed via email concerning issues dealing with the pool.
Pool Contractor and Facility There has been a considerable amount of work done on the pool in preparation for the pool opening. Volunteers (mostly board members and their families) have done things like repairing showers and toilets, resetting gate poles, caulking and sealing skimmers in the pool, replanting trees, and repainting doors. Considerable attention has been giving to getting the new gas heater for the the pool. The pool is now being heated but work still needs to be done. We are working closely with Affordable Pools who installed the heater and with DJ Pools who manages the pool. New umbrellas have been purchased for the pool.
Helpful Homeowner Handbook This effort has been put on hold for the time being. Much of the information was included in the pool packet and on the web. This will be revived later.
Debit Cards The treasurer currently uses a gift card to purchase approved items at Home Depot. The amount remaining on the card is around $50. We are going to consider going with a more general debit card that will give us more flexibility in buying sale items at other stores.
Yard Lights We are required both by the covenant and by city regulations to have automatic dusk to dawn yard lights. We have been doing a monthly survey of homes in the development to see which lights are not coming on. The board voted 5-0 to have CASI to send a reminder letter after any residence appears for the third month in a row for not having the light working. The city can issue a citation to the homeowner if the light is not working.
Pool Opening Activities. The pool opened on May 16. Unfortunately, there were several days when it had to be closed due to low temperatures (below 70 degrees). June 1st will be a free swim lesson day. Times are 9-9:30 for 6-12 year olds and 9:45-10:15 for 3-5 year olds. There will be a second free class at the same times on June 7th. The pool will be available for rentals on Monday evenings from 7-9 PM. The cost will be $50 plus a refundable $25 deposit. If more than 25 people will be attending the party, 2 lifeguards will be needed so the cost will be $75 plus the refundable deposit of $25. Donna Zenthoefer is the point of contact for arranging rentals. There have already be inquiries about this.

New Business

Solar Lights at the 191st St. Entrance We are planning on placing solar lights in the island at the 191st St. entrance to help cars turning into the development after dark. We will need to check with the city to get permission to do this. We will also ask the city if they could paint the curb with reflective paint. The purchase of the solar light was approved in a previous meeting.
Group Home Ben Coburn was asked to attend the board meeting so that he can describe the group home he is establishing and to answer questions. A number of residents attended this part of the meeting to listen to what he had to say.
Ben said that there will be 10 girls in the home ranging from 6 to 18 years of age. Although no adult will actually live in the home, there will be one adult per five girls on duty 24 hours a day. The adult supervisors are trained and given a background check. The type of children selected for the home will not have a criminal background or any severe behavioral problems. They will keep mostly to the property. If they go on walks, they will be accompanied by the adult supervisor.
Several issues of concern were raised in the meeting. The first concern was that the covenants specify that Roudebush Woods permit only one-family dwellings. David York explained that the board was concerned about this but after checking with the CASI legal staff and the Noblesville legal department, the courts have already ruled in several other cases in favor of group homes.
Another issue was the concern for property values. Ben assured everyone that all covenant issues about keeping up the property would be followed. If there are any complaints about the upkeep of the property or about other issues, they can bring these complaints directly to Ben or they can send email to the board and we will pass these on to Ben.
Complaints about the tone of the pool packet One of the visitors expressed dissatisfaction with the negative tone of the material in the pool packet. We explained that the pool packet was not a newsletter. We have been experiencing misbehavior by a small group of teenagers and we felt that we had to get the rules stated. The pool packet was a vehicle for distributing this additional information.
We were also asked why there was not a newsletter anymore. We explained that issuing a quarterly newsletter was labor intensive and was also expensive. We no longer have volunteers to serve on the Social Committee. Because of this, we are using the website as the primary means of regular communication with the development.
