Explanation of Standing Board of Directors
Financial Report (presented by Hank Thompson, Community Association Services of Indiana)
- The new budget has been drawn up and will be approved soon. There will be no increase in dues.
- This year the State of Indiana has ruled that home owners associations does not have to pay real estate tax on common areas. Our real estate tax goes to zero.
- We have $19,000 in reserve
- There is very little delinquency in the payment of dues. We have a very healthy HOA.
- The 2008 budget will be sent to board members soon for approval. Once it is approved, Bob Hackenberg will post it to the website.
Old Business
- Explanation of Committees: Steve mentioned that we need more volunteers. We only have Steve as chairman of the Pool Committee. The only other functioning committee is the Architectural Review Committee.
- Website Review: The primary means of communication with the residents is now the website. We have been posting the minutes of the board meetings within a week of each meeting. We are also planning to add an "incident" page that will list happenings such as vandalism in the development that homeowners need to be aware of.
- Report on 2007 Contractors
  - CASI (Community Association Services of Indiana): CASI was formerly Revel and Underwood. There has been better reporting of delinquencies by drive-through inspections.
  - Leisner's Aquatics: they have done a decent job on keeping algae out of the ponds but got a late start because of pending lawsuits.
  - Landscaping: AD Young has taken of the cutting of the grass in the common areas. The grass suffered from the lack of rain.
  - DJ Pools: they removed electric pool heater that was not doing the job and we eventually were not charged for it. The contract for this year included stipulations for greater accountability, including the possiblity of fines if our calls were not answered within a specific amount of time. Their responsiveness increase to an acceptable level.
- 2007 HIghlights
  - A street light was installed at the 191st St. entrance withou expense to us.
  - Trees were pruned throughout the development by the Noblesville Department of Streets.
  - Broken timbers were replaced at the playground but remulching was not done because the decision was made too late.
  - The website now lists the location and time of all board meetings. They are now being held at the Noblesville Library and visitors are invited to attend. The library provides this service for free.
  - The bottom of both pools have been resurfaced and repainted. Damaged screens have been replaced.
  - The electric heater at the pool has been removed and we have contracted to have a more efficient and effective gas heater installed. This will be done before the opening of the pool in 2008.
  - A three-year maintenance was done at the pool (at the end of five years). This involved the rebuilding of the filters.

New Business
- 2008 Projects and Goals
  - Playground: equipment at the playground will be repaired and replaced in January.
  - Landscaping at the entrances: The signs are rotting and need repainting. Hank will be getting an estimate.
  - Social Committee: we need volunteers.
  - Website: we will be relying on the website for enhanced communication
  - Pool: a new gas heater will be installed before the 2008 season. We need new umbrellas at the pool. We are checking to see if they can be supplied by the maintenance contractor. We are going to erase and reprogram the card system to reflect the current residents. Thompson Development is still the Roudebush Farms representative for pool issues. They have agreed to have Linda Hite, a resident of the Farms, to represent the Farms. We need to discuss the issue of the use of the pool for parties.
- 2008 Board Elections We have three nominations for the 2008 board: Steve Everman, Donna Zenthoefer, and Robin Flemming. Since there are fewer nominations than positions available, there will be no election and they are all admitted to the board for 2008. Welcome to the board.
Questions and Answers
- A suggestion was made that we install irrigation systems for the playground and pool area. We will look into it. Weeds in the playground area will be taken care of by the landscaping company.
- It was mentioned that there are a number of yard lights that do not come on at night. One person pointed out that if the light trips off, there is a GFI switch in garage that will reset it.
- There appear to be outsiders from Monarch Springs and the Meadows coming to the playground and misbehaving. When the police are called, they say that because there are no signs stating the rules, they basically have to treat it as a public playground. The board said that they will install appropriate signs.
