Minutes for Roudebush Woods HOA Board Meeting

- Minutes from last month were approved and are now online at

- Preliminary Business
- Vote for Board President Position
David York was voted in as the new board president.
- Architectural Submissions
The board approved three architectural
submissions. (5-0, 5-0,6-0)
- Budget Review
We received the whole 2007 contribution from Roudebush Farms.
With the current 2008, there is nothing yet out of the
ordinary in our spending. There have been some unexpected
expenses (such as caulking lights in the pool), but the cost
of performing the work has been significantly defrayed by work
by volunteers.
- Old Business
- Playground sign
The playground sign has been installed and attempts are now
being made to enforce the rules. Members of the board have
challenged several teenagers from outside the development on
violation of the rules and were presented with very rude
responses.
The police have been contacted on how this should
be handled. The recommended procedure is for one of the board
members to first call the police and report the incident. The
policeman will meet the board member at home and they will go
together to confront the group of offenders. The policeman
will issue a citation to each person in the group. This
citation must be signed by the teenager and, if the teenager
is under 18, by the teenager's mother or father. Then, if the
teenager repeats the offense, the police can arrest him or
her.
- Entrance sign
The two new entrance signs have been installed. Now the
blue/green paint decoration on the bricks have to be touched
up. The board voted 6-0 to permit the purchase of paint and
supplies for the bricks and also the poolhouse doors.
- Playground mulch
We have purchased 25 yards of playground mulch for $674.10.
This was delivered and spread by volunteers, including the
Bill Cox family, Ken Bott, Tony Zenthoefer and his nephew,
Mark.

- Entrance area landscaping
Bulbs now sprouting in the entrance sign area are now blooming
in reds and yellows. These were paid for by the HOA but they
were purchased and planted by the Bott and Cox families. US
Lawns is now the
contractor for cutting the grass and for performing
landscaping. The board voted 6-0 to spend $1500 this year in
doing a partial re-do of permanent landscaping at the front
entrance. This work will be done by US Lawns. Further work
will be done in subsequent years.
- Cut wood in the woods
There is a stack of wood that has been gathered in the
woods. The board voted 6-0 to put an announcement on the
website that residents are encouraged to take this wood and
any other pieces on the ground for burning in their fireplaces
or fire pits.
- Pond contractor
Algae is now forming in two of the ponds. According to the
contract, the ponds will be treated for this on a bi-weekly
basis once the water temperature reaches 60F. The board voted
6-0 to have the contractor also kill the cattails that are
growing because they are agressive and will take over the
entire pond.
- Website
The request was made to put additional documents on the
website as well as links to city and state regulations that
affect Roudebush woods.
The question of a sign at the entrance listing the web address
was tabled for discussion at the next meeting.
- Incident reports on the web
The issue of putting incident reports on the web was
discussed. The idea is to list incidents that have happened in
Roudebush Woods that residents should be aware of. This
merits further discusion on what what should be reported and
on how the information is gathered.
- Woods deed
Roudebush Woods does not actually own the woods. The
developer has been intending to deed the woods lot over to us
but is insisting that we pay for the survey of the area. The
cost that was quoted to us is $400. The board voted 6-0 to
pay for the platting. This is an expense that was not in the
budget and we will have to figure out exactly where these
funds will come from.
- Poison ivy in the woods
Many of the trees in the woods have poison ivy vines growing
up them. US Lawns has quoted us $476 to spray the vines and
then pull them down when they are dead. Jeff Dornick will be
getting another quote on the work.
- Sidewalk damage at 191st St.
Hank Thompson has called the Streets department about this but
is not getting a response.
- Liaison with Roudebush Farms
Bob Anderson, one of the elected board members on the
Roudebush Farms HOA attended the board meeting and his input
was invited. The developer has not yet turned management of
the HOA to the elected board. However, we will continue to
work with Bob and with Linda Hite on issues that deal with the
pool management.
- Pool contractor and pool facility
The heater has been installed but it has not yet been
certified by Vectren. The last impediment was the issue of
screened windows facing the heater. Tony Zenthoefer has fixed
that by installing plywood over the windows in question and
painting them.
There is a leak in women's restroom, apparently due to freeze
damage this winter. It is DJ Pools' responsibility to fix
this because they were responsible for winterizing the
facility.
Lights and other openings in the pool needed caulking before
the pool can be filled. Tony Zenthoefer and his nephew, Mark,
performed the work.
DJ Pools is responsible for basic cleaning of the pool area.
Volunteers will be needed to perform additional cleaning.
- Pool opening activities
Opening day for the pool will be May 16th.
Cards: most residents have magnetic cards to open the door.
If they can't find them or did not receive them from a
previous owner, they will be charged $10 to replace the card.
Members of the board will be at the pool on May 16 and 17 from
12:00 to 2:00 to handle card issues. They will also be at the
pool on May 24 from 10:00 to 12:00 and on May 25 from 11:00 to
1:00 for card issues.
Phone service has been ordered for the pool.
The screens are to be fixed.
A pool sign must be drawn to to indicate no smoking, pets or
glassware.
The first aid kit will be supplemented by Robin Fleming (with
a vote of 6-0 that she spend money for the supplies).
A smoking station (outside ashtray) will be set up outside the
the pool complex.
An attempt will be made to get better service for keeping the
Pepsi machine filled.
The pool heater will be turned on and tested after the pool is
filled. The target temperature should be 82F.
We established a policy that if a resident is 60-90
days delinquent in paying dues, the card will be disabled. It
will be reinstated after the dues have been paid.
- Trees
The Streets Department has been contacted several times about
replacing trees along the streets in Roudebush Woods. Message
have been left but no one has returned calls. The trees
needing replacing are three along the woods, three in the
191st St. center island, one further down Roudebush Blvd., and
one on Pierson Ct.
- Trees for the pool area
The board approved the purchase of two trees for the pool area
on a vote of 6-0.
- New Business
- Solar lights for the 191st St. entrance
The board approved (6-0) the purchase of a set of solar lights that
will be placed in the center island. Only one light will be
placed at a time on the 191st St. end of the island to help
drivers see the island when turning into the development after
dark. The others in the set will be held in reserve for
future replacement.
- Group home
There are plans by a resident of Roudebush Woods to establish
a group home on Calhoon Pl. This home will be staffed 24 hours
a day by employees. There is considerable concern about the
establishment of this group home. The covenants clearly
states that there only be single-family homes. Preliminary
research has shown that the courts have been siding with the
group homes in lawsuits. It would be very costly for
Roudebush Woods to fight such a case and would inevitably
require an increase in HOA dues.
The board has decided to invite the resident who is sponsoring
the establishment of the group home to the next meeting. We
also approved the inviting of the attorney for CASI to attend
the meeting. We believe we will have to pay the attorney $175
for one hour.
